These are Hasidic Jews, with their hats and ringlets. They do this because they have taken some scriptures as being literal and operate still under the Old Covenant.
The original command not to cut ' side locks' was a test of obedience.
But Jesus did away with the Old covenant and instituted a New Covenant , thereby doing away with the 600 or so laws that the Jewish nation had to try and obey.
The Jews of today do not believe that Jesus did this, and so maintain the O.T.
The New Covenant has only two laws. Love God and love your neightbour. Matthew 22; 37-40

"That wall" is widely known as the "wailing wall". It is the one remaining original part of the temple Solomon built on the Temple Mount in Jerusalem. They are therefore praying at THE Temple, especially as Musilms have had control of the Temple Mount for hundreds of years and have built a mosque on top. In ancient Judaism (I don't claim to know a whole lot about anything after 1600 CE) the temple in Jerusalem was the only temple, the house of God. This is where people would make pilgrimages to pray (think of the Haj to Mecca that thousands of Muslims perform). Solomon's temple was the center of religion for the ancient Jews.

As for the "shaking their heads up and down" I believe this serves the same purpose as the bowing by Musilms when they pray. It is a form of showing reverence for God; a sign of respect and humility.

In addition to reciting prayers at the wall of the Temple, people also write prayers and stick them, folded up, between the stones of the wall.

they are praying trying to fit all things into the word of god. They put much of life on themselves and dont use jesus as an escape.

That's a good question, i watched them doing just that at the wailing wall in Israel.
