To answer this question it is necessary to go back in the history of the hydraulic machines .
the first hydraulic mills were big wheels turning slowly . the water supply was a level canal catching one part of the water on the side of the river and going near the mill construction in a dam.This hydraulique mills had no bad impact on environment.
Later the evolution of technic changed the wheels and put a hydro power devise which used higher pressure and faster speed of water.This hydro power supply recieve the water by high pressure tube from a dam conctructed on the river. This second hydrolic power had i bad impact on environment on the river an and fishes.

The wheel mills are good and can be used with modern mechanical .

Terrestrial impacts include the elimination of habitat in the area occupied by the power plant and continuing disruptions related to the operation of the power plant, supporting structures, road access and power transmission lines. If in a pristine area, the roads and transmission lines may increase access by humans not associated with the project and result in secondary impacts from their activities.
