How do you judge one's English. I mean what is the most important point of English language? If it is not still clear, what principles should a non-native English speaker have to call him/her good in English? Speaking, writing, knowing too much vocabulary, writing grammatically or spelling.

though i have tons of errors in my writing and speaking. I have british accent. I think i speak fluently and try to do my best. Is that alright?

In general, your English is judged on how often you and the other person have to say "what?" during a conversation. If you can make yourself understood, then most people have no problem with the accent (in fact, foreign accents often sound more interesting or more sophisticated to native English speakers). Basic conversation is really the only important point. As long as you can make yourself understood, that is more valuable than understanding everything that you hear. I think you would be surprised at how little English is really needed to 'fool' the native speaker. I met a man from Beijing who could communicate in basic English. He had trouble with a lot of fundamental vocabulary, but you would never know that unless you watched him trying to read an English text. In casual conversation it never occured to anyone that he wasn't completely fluent.

I think accent is the most important (or perhaps I should say lack of one) It dosent really do a lot of good to speak any language, if no one can understand you due to heavy accent

ADDENDUM:
yesterday I had a call into ATT for a new ISP.. I got transfered to india.. the guy spoke VERY good english.. and with out a heavy accent.. worked very well.. i even commented to him on how good his spoken english was (only accent he had was a slight british one) and I'm a hillbilly american , by birth (SW PA) (I'm suprised i dont have a hillbilly accent.. but I dont LOL)

Well it depends on what you are trying to do, i have a friend that is not that good at speaking English, but he can write in English better than most people that i know. but most people think that you need to be able to speak it clearly. hopes this helps

Well.. people from my own country learn English in School.. and yet lots spell the words in the wrong way...and the grammer is not v easy to learn.. so you might see ppl Say ...or sumthing like that!!Some ppl here r gr8 in English in some Feild.. like engineering... an so on
