A male dog has a "knot" or bulge at the base of it's penis that once inserted must become flacid before the two can seperate. If they try to seperate before this happens both of them (( male and female )) can be hurt as a result.

Go get some water based lubricant on your hands. sit him down and push it back to normal. It's locked, I've seen it happen before and the dog is in pain.

Pretty simple.. the male dogs penis has a huge "knot" at the base that literaly gets stuck during mating
