First of all, call the police and tell them the lady dog-napped your dog, and that you have the dog's papers to prove it was yours, and that you have called her and she refused to give it back... Be ready to show any photos of the dog that you have, and any vet visit records..
If the police won't do anything, at least it will be on record that you reported it..However, in my area, the police would go to her house and get the dog for you..However, if they won't..
Then you can contact the lady, and tell her you are filing a claim in small claims court. Tell her that you still have the papers, to prove that she was given to you..Tell her that She will owe you for the puppies, and court costs (about $100) and have to give the dog back, and will likely have to pay a penalty, too.
Then, if she won't give it back, DO file a claim..
As long as you have the papers, your claim will win.
she is bullying you, because she doesn't think that you will do anything, or that you know the law..But, be strong, and prove her wrong..
Edit: You won't need a lawyer, as long as you have the papers, and go to small claims court..small claims awards up to $5K in most states, but the lowest state's award limit is 3K..

i've got self belief you're perplexing "registered" with authorized. If the dogs is REGISTERED, this is with between the dogs registries like the AKC, UKC ... and you will possibly desire to have papers to coach the canines breed. If all you probably did replaced into pay a pair of greenbacks for a license fee and contact the dogs a boxerX, it relatively is not adequate. If the AC vet says the dogs is blended with some thing else, you are going to might desire to the two produce registration papers or evidence of the canines parentage to alter their minds. If she's been to the vet and that they listed her as a BoxerX, that could have some effect, yet you will possibly might desire to examine jointly with your vet to confirm in the event that they're going to back you.

Animals are considered property so she has stolen property on her hands, of course you have legal rights. Contact local law enforcement and let them know the circumstances and that you still have the papers. Ask them if they can accompany you to her residence and get your property back. They do it all the time, but you may need to have a lawyer draw up some paperwork first, she may need to be notified that you will be coming. I'm kinda suprised you have made the call already!

If you have the papers and the dog is registered in your name, it's a case of theft and illegal entry due to her going on your property and entering the fenced area. She can face jail time for both counts. You can also take her to small claims court for way less than you were quoted and get the same results. Ask around the courts but I would definitely pursue it and be sure to let them know that she is pregnant and the pups belong to you.

If you have the dogs papers, and I am assuming you have registered this dog with the local vet then I would think you have every right to go to the police and have her charged for theft.
I would first of all call the local police but you must have some sort of proof of ownership.

Ive had a dog stolen and thought I knew of its location. I called my local police, explained to them that I may have known where the dog was, had pictures that showed the date on them, and papers on him. They gladly came to my home and followed me to the residence that the dog was at. I live in South Carolina so check your local laws as they may be different. The older the proof(pictures w/dates, vet bills etc. and pics to show dogs growth and markings ) the better chance youll receive help from your local law enforcement. Good luck!

Exactly why I would never leave my dogs unsupervised in the yard. How do you know she took her? I would do as the others said and file a police report.
