For example, a teacher from The Phillipines who is not a US citizen comes during the school year and teaches high school algebra in Virginia, returning to their home country during the summer break. Does this teacher pay state and federal income tax?

The Internal Revenue Code requires the withholding of tax on non-resident aliens.

Yes, they need a social security to work and the employer is required to take out taxes. Even illegal aliens get a tax id to pay their taxes. Saw it on CNN.

They have the option of claiming Exempt where they don't take any taxes out and they do not have to pay in at the end of the year if they are not U.S citizens.

Yes they do, if they are working legally.

It's no secret that lots of people, both legal citizens and illegals, work "under the table".
