That depends on your definition of God:
If God is a omniscient intelligence that created the universe, as many religious faiths proclaim, then I'd say no. There is no evidence that such a force exists or has ever existed, and certainly no evidence that this force has meddled in human affairs for our personal gain.
But if you ascribe God to the natural forces of the universe, as scientists like Einstein did, and you remove this component of "personal omniscient being," they yes, God is in control of everything, because the universe is dictated by natural laws.
Take your pick. Neither choice is emotionally satisfying.
Though it is arguable that because humans are physical beings, we have some control over a small bit of matter in our universe.
