The legs are lower than the arms.

You have the pressure in the system plus the pressure due to the weight of the blood above the point.

It only is while on your feet. The hydrostatic pressure of the other blood in your body above your legs pressurizes the fluid contained within your legs. Gravity is the simple answer.
