Sir, your question is a bit vague to answer properly.
If you mean biblical prophesy, then, yes, I do believe it to be divinely inspired.
If you mean phophesy in general, such as something from the popular self-professed diviners on television (Sylvia Brown, etc), then my beliefs are not so emphatic. For prophesy to be divinely inspired it must ultimately glorify God. If it does not, then the inspiration of said prohesy is from malevolent supernatural forces.

Yes. Prophesying comes from God alone, but sure there are false prophets too. For true prophecy is given by those who have received Holy Spirit and the gift of Holy Spirit is prophesying. Just like healing, messages, tongues, interpreting, discerning spirits are all supernatural and only God can know and no human can know with his knowledge. When the Holy Spirit comes upon a person, there are different gifts given to each.
When we like to get close to God, ask God for the anointing of Holy Spirit and surely you will receive if you really want to. I have waited for years for God to correct me and give it to me, so be patient if you really need.

I think all prophecy is ordained by the Holy council of the Flying Spaghetti Monster, (pbuh).

Within Christianity: (I believe), not saying i am scripturely correct as this is opinion on my part... but think I am fairly accurate..
Prophecy- YES-
all prophetic word is divine , unless it is of course given by a man who is a mere lier for attention upon himself.
'Prophecy Fulfilled... divine?'
YES- an example is prophecy all throughout the old testament about the coming of the messiah- the christ- who god had planned he die on the cross for the sin of all mankind, about the Jews becoming a nation of Israel, and the future return of Jesus Christ to earth. All planned by God.
and NO... sort of... as some prophecy comes from God seeing the action taken by man. - God the Father stands out of time and can look in and know and see all time from the beginning to end... and see the span of mankind and what mankind does or does not do. Along with this, God- being a loving God, has permitted man to have his own free will to do right or wrong within his life. God being out of time can see the outcome of mankind- and therefore some prophecy is based upon Gods supreme knoweledge given to man to record as prophetic knoweledge (although man can not see out of time and therefore the prophetic is revealed to man by God). Example: Armageddon- the battle of all battles that will end earth as we know it. God does position man to do the evil... but has stood outside of time and sees the evil, therefore becoming divine prophetic knoweledge as written in the bible by man inspired by God to write it.

One that gives prophecy is a prophet. A prophet simply is "one gifted with more than ordinary spiritual and moral insight".

it depends who you talk to. being able to tell the difference between divine prophets and others is the tricky part.
