When writing an article and talking about the country your in - do you use "we" in referal to the country? eg a Japanese newspaper (over-biased in this case) talking about Pearl Harbour, should it be 'we attacked' or 'Japan attacked'?

Ok...My task is to write two heavily biased newpaper reports on the attack on Pearl Harbour (during the time) - one from the view of the Americans and the other from the view of the Japanese. If Japan was successful, shouldn't I make it 'we' to make them feel involved and as propaganda?

I prefer a more formal and less-biased format, so I would use "Japanese Naval forces (or whatever branch it was) attacked...".

I might even be more specific about the identity of the naval force.

ADDED: Ahh, I just noticed your clarification. Well, I still think you should say "Japan", not "we", for the following reasons:

-- "We" sounds like you are writing a letter, not a newspaper piece ;

-- A newspaper article can be published or reprinted in a different country, and "we" becomes a bit unclear and ridiculous.

And the main reason:

-- It's one thing to be biased and want to spread your bias, but you DEFINITELY don't want to ADVERTISE it. To achieve your end, your readers must THINK that they are reading unadorned objective facts, while you are, in fact, introducing/inserting your bias in a more subtle way. For example, "The Japanese government was slow to realize the absolute necessity of containing America's imperialist ambitions BEFORE the U.S. Navy landed on Japanese soil. It quickly became clear that Pearl Harbor was Japan's last viable stand. Only by crippling and crushing the encroaching American forces at America's largest military outpost in the Pacific, could Japan negotiate her very survival."

It's a little heavy-handed, but if done well by both sides, it would probably help sway a sizable portion of the civilian populations into a frenzy of national righteousness and support for a war.
