situation is like that , the criminal is from that place where student is living . that criminal has the hold in area . the student can not take help from police as he lives in criminals area 24 hours and police can not be with him for 24 hours then what the student should do.if he would not take any action then criminal confidence is increasing and he will commit more crime.

It sounds like you are trying to get help without being too specific.
If you are female and living with a man who is hurting you in any country, you should try your best to get away. If this crime is repeated over and over, you must get away....leave the area for your own safety.
If you are female and this is a one time crime as you walk down the street, VOMIT on him or faint. It is rare that any criminal will continue to abuse a sick person or one that has fainted. When he leaves, get up and RUN.
If you are a man and living in a criminal situation, you also must leave. If you can overpower this criminal, you have every right to do it.
If you are a man and this is a one time crime, you must fight for yourself if you can. If you are unable to defend yourself, quickly surrender and become so passive that when you finally do become aggressive, they are taken completely by surprise and you can get away easily.
I hope you will be okay. I hope you're not in the United States. It is true, in America, "foreigners" don't always get a fair trial and I know your fear of getting deported in case the trial doesn't go your way. That is a very difficult situation. I wish I could help you.

You should have campus security/police that should be able to keep him away from the dorms.
Generally a threat suffices.
What kind of criminal? What kind of abuse?

How will a criminal know u? Obviously through some access, try to aviod him, like never meet him, he should not even know that there is a person like you. In unaviodable circumstances where he can access u regularly try to friendly with him, know his weakness, after all most of the criminals come from below poverty line. Dont react, after all it is your career
