first are you using like P2P stuff like Limewire? or are you downloading straight from a site?
If you're downloading straight from a site then the download is going to stall at 99% for quite awhile if you're on dial-up because its checking over everything making sure everything's okay and then it needs to tranfer the file to your specified area and that takes some time
if you're on P2P then just find a different file for it. No different file? then just cancel the download and download it again and leave your computer on until it's done, because some downloads stop even though you have someone trying to upload it to you.

Get Download manager Like DAP or GETRIGHT u can download it from www.dap.com or www.getright.com.u can resume file downloading if it stops .
