Depending on its age, programming may not help you. Many police radios have shifted to frequencies that are higher than the older scanners were designed to work on. Larger metro areas are also using digital radios too, making old scanners null & void.

I just opened a box I haven't seen in over 20 years and I found my old Patrolman 55 from the old days...Looks brand new and flashes and scans like new, except for the fact that I can't hear anything but static..I figure they would be obsolete...To bad,,

here is what i reccomend go to radio shack purchase a modern scanner with the book i have one sooo much better they are not that much eaither it is so easy to program
