OBLISERVE is associated with a specific set of orders. Some orders require that you serve a specific time period in order to get certain orders. For example, you need to serve two years onboard a ship under construction after the ship is put into service. Or you need to OBLISERVE three years for certain overseas shore duty billets. OBLISERVE has nothing to due with your enlistment contract to serve four years or whatever the case may be, it has to do with the requirements of places you may have to be stationed at and if you cannot OBLISERVE to be there for that amount of time you will not be able to take those orders.

Everyone who joins has an obligation of )or was 6 years) now you might only have to serve 4 years but for those other 2 in your in an inactive reserve status and can be called back up during that time
