A great ice-breaker is to make a simple observation about your environment. Since your environment is something that you both automatically have in common, it should come naturally. It could be about anything at all. If you're at a party, for example, and a song is playing that you like, you could say...
"Oh, this is such a great song! I just saw these guys in concert this summer. I'm John, by the way (offer to shake hands). What's your name? So, Jane, what kind of music do you like?"
And voila! You have yourself a conversation.

hey how are you? i'm _____(if you havent met yet) your name is? (let them answer) oh what a beautiful name! (compliment them on somethhing they are wearing, if they have kids with them, theyre car, pet, etc. if there is nothing to compliment, then start with what brings you here? or i work for/at ____, how about you? and with there answeryou would reply "oh how interesting" or "that sounds great") you can even ask "how bout some coffee, icecream, breakfast, brunch, lunch, dinner, etc. you can find anytihng to talk about and when you do start talking you will lead yourself to so much more things.
***just a reminder that not all people like to be approached and not all people are too friendly, sometimes people do bite!

It's not fancy, but when I'm at a dinner party or something where I don't know what to say, I usually say, "so, what's the most interesting thing that's happened to you this week?" People love to talk about themselves...it's a good ice breaker.

in which situation ? are you in a meeting ? a party ? alone with just another person ?
a smile goes a long way to start with , walk up to the person (with a smile ) and say # i believe we have not been introduced #
my name is .................(in my country we hold out our hand to shake the other ) huh? do not say that phrase to him okay ? ) .........laughing :-)
so, when the other introduces himself or herself ......
comment on the event in which you are participating .....just as to have something to say .
you can start and ask :what the person does as a job ?
bla bla bla ...........do not forget the smile okay?
