Um.. I actually have the answer... Bakers tend to package their rares in dozens or in other multiples of three or four(since neither is a factor of 10, you cant have a package of 10 buns, only 8 or 12). Meat packers sell by the pound, and a standard hot dog is 0.1 pounds (meaning 10 hotdogs in a package to equal 1 pound)... Yeah, I know, you were trying to be funny... but I made it my job to give the actual answer... and if you don't believe me, then look it up or read the Feb. issue of Wired magazine with John Hodgman.

Marketing strategists.
They took a poll, talked to people, found out what worked and what didn't, and learned. Thus, the producers and consumers have evolved. Everyone buys hotdogs and buns to go with, but there are always one or two hotdogs that never get to a bun.
That was actually quite simple.

Actually, we recently had dinner where the hot dogs were in a set of 8, but the package of hot dog buns had 10 hot dogs in them.

I don't know. What I would like to know is who sat down one day after slaughtering a pig and though "you know, I am going to take all the leftover parts, grind them up, and pack them into a casing, and call it sausage." But, you have to love hotdogs.
But, whoever invented has nothing the guy who invented bull riding. For some reason i see two drunk guys who are bored, looking at a bull in a pen. One says "I'm going to strap something to that bulls n*ts, get him real mad, tie myself to him, and see how long I can ride him". The other drunk guy says "Oh yeah, well I'll do it with one hand!" The rest is history.

Simple! I evolved in such a way that I would want to eat 2 naked hot dogs for every package I bought.
