I suspect what the officer meant by going to jail if he gets another ticket, was he would trigger a warrant for his arrest for not paying the fines. Since he has paid the tickets, he can't be arrested for them now. If he does get another ticket, he just has to pay the fine again. Eventually, the sheer number of tickets will probably cause him to lose his license. If he is caught driving while his license is suspended, then he would be arrested.

If your brother had *paid his tickets or fines owed in full, theoretically he wouldn't go to jail for receiving another ticket. Provided.... the Police and court collections office were in synch in regard to his payment status at the time... if the Police were inferring that his repeat offenses were grounds to make an arrest. Police do not like to see the same person for the same ticket or offense over and over again.... it is a waste of time and insulting to them. They could be spending better time looking for other criminals, preventing crime and helping others instead of citing the same person for the same offense.

Hope that helps.

if they are speeding tickets or other traffic violations like DUI or even PI (public intoxication) they are certainly put on your record. If you have repeat offenses, even if you have paid the fines, the likelihood of jail time is upped every time he commits an offense. Traffic violations put points on your license and after so many points you can lose your license, or if they are serious enough further and more extensive punishment can be given.

What matters more in your brothers case is the number of offenses and not the amount of the fines. After a certain number of tickets he becomes a habitual offender. The police don't make false threats.

If he pays his fines, he'll be a free man.

If he doesn't pay them all he could go to jail, after a hearing before the judge.

It's probably backed up in the system the cops use. That's why they told him that. I wouldn't worry too much if I were you and your brother.
