With the information provided I have no idea... Post a Picture of puppy and I can help you more. However with what is provide ....
Chances are not a pure breed.
Moss Puppies have soft fur .. When Puppy gets older fur will get thick and course.
If it is a puppy they will grow.
Playful sounds like a puppy.

It could be some kind of buff cocker spaniel or perhaps a terrier mix.
