Of course the USSR. But it no longer exists. The USSR is the combination of Russia, Kazakhastan, Ukraine, Poland, Latvia, Lithuania, Turkmenistan and a few other countries. Most people recognize the USSR as Russia. Although the USSR doesn't exist anymore, Russia is still the bigest country in the world. China is the fourth.

When the USSR was intact prior to break-up, it was larger in landmass than China, however, not even in population at that time.
Since the break-up of USSR, Russia still has a larger land mass than China. If we are talking about population then China has about three times as many inhabitants than Russia

With over 17 million square km in area, Russia is the largest country in the world, far larger than China which has only 9.5 million sq.km. in area.

As many have pointed out to you in their replies, the USSR does not exist anymore. It has ceased to exist since Dec. 25, 1991, after about 74 years in existence (1917-1991). During it's existence, it was made up of Russia and 14 other countries, totaling about 22.4 million sq.km (about 80% of which was Russia).
