I want to have a simple vow renewal ceremony with my hubby and I. I want flowers, photographer, and some kind of officiant. Then probably dinner at a nice resturant. But am having trouble finding info on how to do this, etc...

The Chamber of Commerce should know about most of the businesses (including who can officiate at the ceremony) in their area, call, write or email them. Let them know what you're interested in (mention your budget and time constraints), and they can send you information.

There is a great resource online that you can use to find out information about everything in California for weddings. It's called herecomestheguide.com. It's the best website I have ever come across as far as weddings are concerned.
