The procedure for anyone to get a visa to go anywhere is to find the closest consulate of the country you want to travel to (google) and then to call, email, or write them to ask how you get a visa for someone of your nationality living in whatever country you live in. To apply for a skill stream visa for Australia you will need to show that you are skilled in a trade or profession.
