Not completely. Vinyl siding and the accompanying j-mold needs room for expansion and contraction. So leave the j-mold slightly loose by not driving the nails up firm. You'll notice thatthe nail slots have room for expansion.

yes. But, the reason you don't is because of contraction and expansion. The J-rail won't move as much, so if you must, you must.
