Any infernal combustion engine produces particulates which cause smog (basically smoke & fog), the particulates form nucliae for the water to condense around, it is made worse by the presence on NO & orher compounds. a Catalyctic converter does not filter these out.
Zero emmision vehicles (ZEVs" eliminate smog 100%.
Electric vehicles available today will meet 95% of our personal transport requirements; but they are not readily available from the major manufacturers.

or Phoenix motors Canada a 90mph SUV/SUT with nano lithium batteries that can be recharged in 10 minutes

Eliminating anything 100% is virtually impossible. A catalytic converter converts carbon monoxide into carbon dioxide among other things. The benefit is also to assist in reducing hydrocarbon emissions. A main contributer to smog is unburned fuel coming from the tail pipes on cars. Things that can help for a complete combustion and reduce the amounts of smog coming from the tailpipe are:
- having clean and non-fouled spark plugs
- having a clean air filter
- clean fuel injectors, pistons, etc.
- high quality fuel
Again, these can help reduce levels of smog, but nothing can resolve smog 100%.

New cars burn gas cleaner than gas would burn in the open air - and that's quite an accomplishment, to say the least.
Catalytic converters cut hydro carbon emissions significantly, exhaust gas recirculation, lean burn fuel control and all of the other electronic gizmo's have cleaned up the vehicles tremendously in the past 30 years.
Unfortunately, it simply isn't possible to burn fossil fuels and other hydrocarbon based fuels and eliminate the by products 100% - but the government and auto industries are trying.

Practical or Fantasy?
Practical--- nothing will eliminate smog 100%
Fantasy--- Stop doing everything that mankind does. Manufacturing, Driving, burning, basicly quite living...
You can't eliminate smog but by taking simple steps you can reduce it.

Only with using hydrogen as a fuel.
To eliminate smog 100% is unreasonable and uneconomical when using fossil fuels.
