Are jiffy foams toxic?

I am to use it in our food product as inner packaging material so as to cushion and protect it.

Usually when they package using a jiffy foam they first put a plastic bag over the product to be protected. Then they pour the foam into that plastic bag to fill up the extra space for cushioning. That way the foam never touches the food.
