Its the same as taking your child to a daycare or school. You dont keep your child home from daycare or school just because all of the childhood shots are not complete do you?
A puppy that needs regular grooming needs to be started EARLY.
Getting groomed takes training and practice. They are not born knowing how to behave when they are being groomed. They have to learn. Just like potty training. It takes time.
You need to start early so that he enjoys going, and its not a major wrestling match trying to brush him or clip him because he thinks the crazy lady is trying to attack him with a buzzing object.
Most groomers are not going to be able to do a complete groom on a puppy the very first visit simply because the puppy doesnt understand and will struggle and wiggle the whole time.
Please dont wait, it will be easier and less stressful for your puppy in the long run if you start now.

Generally, puppies should not be exposed to unknown dogs (including those at the groomer) until after 6 months of age. This is because they are especially susceptible to getting sick and catching different things. Also, this is around when a puppy gets their first rabis shot and the last of their vaccinations. You can ask your groomer about what age (and over) they prefer, and what proof they need (for vaccinations). Some won't ask for any, other's will want documents from your vet.
However, you should work with your puppy on different things that the groomer will be using as much as you can. This includes nail cutters, brushes and combs, baths, blow dyers, and being handled (especially the face, ears and feet).

After it's had all of it's shots.
Grooming early is good for them if the groomers are kind and gentle. I taught my last dog weeks before it ever needed a bath to jump in the tub and get treats. As an adult he would jump in the tub for baths and not freak out at all.

After it has had all its vaccinations and shots. Don't guarantee the dog will like the groomer either. Someone totally different, no, most dogs don't like it.

distemper, and parvo viruses are very easy to catch and are usually deadly... not worth the risk... you can groom them at home after the belly button has healed

As young as you want, just as long as you have proof of Vaccines! (Rabies, Distemper, Bordetella)
The younger they are the better they will be as they become older. Get them used to it. :)
