i have 2 papillions i rescued one so i would first ask you to try the shelter if that doesn't work out look in you're paper or phone book for breeders DO NOT GO TO A PET SHOP unless you KNOW that they don't get the dogs from a puppy mill
do some research on the net about how to point out a good breeder and a healthy puppy make sure you know what you are doing and that you are ready for this responsibility here are some sites that helped me, oh and i got my pap puppy for $800 you may find an older dog for $500

Papillons are high maintance dogs but they make wonderful pets, even tempered and spunky. However they should be groomed at least 2 xs a day. As for bathing a dog once a month is enough if the pup is dirty, with constant grooming the pup can go without a bath forever if you are a great caregiver. Constant bathing will deplete the skin of their natural oils and create skin problems. I had a vet tell me once that most dogs don't ever need baths if they are cared for properly. Get a good grooming brush one especially for long haired dogs. About fleas, never use a flea collar, the collar rushes the fleas up their nose,ears and anus which breeds bugs and worms inside your dog. The best results I have found is Hartz Ultra Guard Flea and Tick spray .Use the spray while you are grooming so it gets deep into the fur. I have never had fleas or ticks and I live in the desert. I have 4 long haired dogs and its a joy to spend a couple of hours a day grooming them. They love it and look fabulous.

There is a good breeder in Dana Point California but you are not going to get a beautiful healthy well bred dog for that price in any breed. Better save your money. Buying a healty well bred dog will save you thousands in vet bills and a broken heart. If you only have $500 you can't afford a dog anyway,you will pay about another $500 spaying and puppy shots. Be prepared if you are going to take on the care and health of an animal.

You most likely will not get a puppy puppy, but try the PCA rescue.
I heard from a breeder *while attempting to get me a pap. wound up with a pet store pup. don't do that* who had been in Cali. She said that she knew breeders out there selling their pups for $3000 a pop. I'd say that you should save your money and bide your time until you can get one. It's better to spend more through a reputable breeder than do something stupid without thinking, realise your mistake, and then freak the f*ck out because you don't know exactly what you got. BYBs are bad. Petstores are bad. Find yourself a good breeder, save, and wait.

You won't find a Pap from a reputable breeder for that much. Paps with certifications and proper health testing will go for much more. You could, however, look into rescueing a Pap from a local shelter or rescue organization. Pap 911 is an awesome organization!!!
