If anarchists established a colony on the moon, a government would annex it immediately. Actually, the American government would probably nuke it and justify it by claiming that anarchism is based on violence and disorder and that the colony posed a threat to democracy. The U.S. government has been slandering anarchism for over a century so nowadays most people have no idea that it actually stands for an end to violence.
Governments do not earn their funds. They take them from the people through taxes.

Actually I believe the governments of the world have already drawn up a treaty to control the exploration and colonization of space and the planetary bodies in it. It's basic premise is that no one group can exploit the resources and any development must benefit all humanity. Of course this is what many democratic governments supposedly follow here on earth, and we just have to read the news to see how that plays out. Governments are about exploiting the masses for the benefit of the few at the top of the financial mountain, and our move into space will follow the same lines. I lump religions in with governments because they too have glaring hypocracies in what they claim to stand for as opposed to how they actually conduct themselves.

Soon for a government, as it would have the funds to also land on the moon. As for the religious, when was the last time you heard of a theist spaceship?
Although perhaps the building of one would be a worthy target for donation of funds. I dunno, I think it'd rock if just about anyone built a colony on the moon.
