Poor kittens. The girl needs time around people. Just don't rush things. Take them to a vet and get them checked out. They will need shots. I don't know how old they would need to be to get them. The vet could answer that.

If he is breathing, then his neck is not likely to be broken. Wrap him in in a warm towel fresh from the dryer and using an eyedropper, carefully feed him warm water that has had some sugar and salt added to it,or unflavored Pedialyte. Only feed this until he warms up,because chilled kittens cannot digest formula. You can wrap him up and put him under your shirt to warm him as well. Rehydration solution : 5 cups boiled and cooled water 8 teaspoons sugar 1 teaspoon salt Feed about a teaspoon every half -hour until the kitten comes around.Remember to keep it warm. If the kitten comes around, you can feed it KMR, Hartz, or Just Born kitten formula and a little bit of warm chicken broth. You can get these formulas at pet stores or Walmart. Get the kitten to a vet asap. Ask your local animal shelter for help if you can't afford a vet. Edit: Chilled kittens do not move much at all.

Keep up what you've been doing, she should eventually come around. One of the clinic cats was left on our doorstep when he was barely 3 weeks old, and he had tons of health problems. We nursed him back to health and now he's a whopiing 14 pound. He's very affectionate with people he knows (it takes 2-4 weeks for him to get used to a new person) but he's still very shy with strangers. You've done a good job just getting them to survive, it's very common for them to die when they're that young and orphaned.

the more you hold them and play with them the more affectionate they become and less frightened. I didn't know this when our kitty was young and he became quite an independent cat. As long as she eats and is growing, that's the important thing according to the doctors (been there, done that). Get a piece of yarn and play with her among the dining room chairs. Their curiousity peeks as the yarn disappears around the leg of the chair.

When you find strays, it is very important to take them in and get them vet checked. Strays are known carriers of heartworms, intestinal parasites and other numerous health problems. Most of these can be cured, but it's very important to run a blood test and stool sample. It could be very likely that your female may have a bug or some other kind of health risk, odd behavior is an animals way of showing that they are not feeling good. Her small size and lack of ability to gain weight also suggests that something like a parasite could be stripping her of her nutrients. Make sure to get them checked out. If it's not health related them, just give her some time and lots of socialization. Behavioral issues can be cured as well. Good luck with your kitties. =)

It will take time. Just imagine the stress the poor thing has been through. Make sure both have a clean bill of health from the vet to make sure there are no underlying problems.
Give them lots of love and they will respond.
Thank you for taking in two cats! :)

What a sweet person you are for taking in these babies. I would say the little girl will come around especially if you let her sleep with you. Give her plenty of attention and love.

females will probably be smaller overall anyway. I have 3 girls and 1 boy cat and he is bigger then all of them.
just make sure you hold her a lot and talk softly to her. Just try holding her a lot and playing with her. Try getting one or those laser pointers. Mine go insane over that thing, no matter what kind of mood they are in.
Thank you for rescuing them!! I like hearing stuff like that (I watch animal cops to much...makes me mad)

Start giving TLC. Bond with it.. And get her used to people that doesn't move quickly than later let it get used to younger people(not suddenly though like 6 yr olds).
