If you're in the USA I think you're talking about www.prosper.com. Prospective borrowers tell their story and others with capital can choose to lend for the interest rate the borrower offers. Also, the borrower sets the initial interest rate they're willing to pay, not the lender. Of course, if you set it too low, you'll see no action (offers).
I'm a lender on prosper, I'll look for your posting if you're borrowing.
