it could possably be Staphylococcal bacterial infection
Staphylococcal bacterial infections are usually referred to as staph infections. Staph bacteria are widespread and cause mild to severe skin infections in dogs of all ages.
Symptoms depend on severity. Mild skin infections may appear as crusty skin lesions, frequently about the belly area. More advanced cases will manifest draining areas and cause severe itching. Occasionally, usually in adults, individuals are actually allergic to the staph bacteria. These dogs have severely reddened and itchy skin.
The risk depends on the severity of the individual case. All cases of staph pyoderma can progress and should be treated as soon as possible.
What is the management
Bacterial infections are often secondary to another problem, so the possibility of parasitic infections, allergies, and hormonal abnormalities should be checked. The skin is usually biopsied and/or cultured to confirm the diagnosis. Oral antibiotics are selected based on test results, and may need to be given for several months if the infection is very deep. Medicated shampoos, such as those containing chlorhexidine, can be used in conjunction with oral antibiotics. In the rare case of a staph allergy, steroids or hyposensitization injections may be prescribed along with the antibiotics.

She may just have dry skin, bulldogs have wrinkles that that dry out as the skin doesn't breathe well. |The skin contains natural oils so be careful if you are bathing her as too often will dry these oils out. Use a soft brush daily if she is as this will help bring the oils back.
Also, check her skin. You are looking for little bald patches if there are none have your vet check her for follicle mites anyway. This is done by a skin scrapping (painless). We have a Bulldog pup that has them and they are genetic and inherited from the mother. Our girl is being spayed next month as not to pass this on.

i would suggest to take her to the vet to make sure there is no other skin condition that could be causing irritation, if you got the dog from a breeder give them a call too and see if they might beable to shed some light on it for you. There are several different things that could be causing the irritation, for yours and pups sake is really worth getting a medical oppinion so you can set in motion the correct intervention.

Fleas are a major pest. There are various species of fleas - cat fleas, dog fleas, rat fleas and rabbit fleas.
You can get rid of them by the safest and cheapest methods like boric acid.

I wonder if she is allergic to something in your house? Are you putting anything on her (a shampoo perhaps)? Or any medications? How about her food? My Golden Retriever had this reaction with lamb based foods. A lot for you to consider - if it persists take her to the vet and get her some relief!

Where do you live?
if its winter and cold she probably has dyr itchy skin like people get.
The only solution i have is give her a really good bath with good products for dogs.
If this doesnt work try asking your vet.
