It depends on the molecular characteristics. Any molecule (including fumes, toxins, etc) that is small and lipophilic has the potential to cross the BBB and enter the CNS. Large and polar/charged molecules have a much more difficult time crossing the BBB and are considered impermeable to CNS.

Chemical parameters of the molecule, like polarity, whether it is lipophilic, whether it is large or small, etc. determine whether a chemical passes the BBB.
For example in a lab, you can expect there to be many chemicals containing molecules of all different sizes, polarity, etc. Some are almost certain to get through.
