You can compliment him in any of a number of ways, but the key is to be sincere and be sincerely interested in him as a person. Strike a conversation with him and look him in the eyes while you talk. It doesn't matter what you say! Your look will say that you are interested and you are really listening and that is really appealing! It is really important to be yourself, crack a joke and smile a lot! It will get him noticing you - trust me. You don't just want him to know that you like him, but you want him to fall for you, and this will do that. Good luck!

Cleverly slip close to him some time then say "Wow, I like that cologne you're wearing." Even little things like "I like your hairstyle" or "Wow what a cool car" make us feel great. Or if you're realling feeling sly, pretend to trip and grab his arm and say "Whoah, excuse me.... Thanks for catching me."
Guys love to have our egos stroked, so we love compliments, especially since we are ususally the ones to give the compliments. It's a surprise to have the tables turned on us now and then. And by getting in close, you're showing you trust the guy and you want to be near him which sends even more subtle signals he'd be crazy to miss. If you're wearing a nice perfume and looking hot, more than likely he'll take notice to your flirting.

When it comes to compliments, I don't think that you can do anything wrong. Guys don't normally get compliments from beautiful women, so I would imagine that he'll really like it.
Compliment him on anything; what he's wearing, his new hair cut, or cologne. You can also compliment him on something about him that you particularly like. Don't worry about it. You'll do fine.

Really, NO guy is ever going to be scared of a girl who pays him a compliment. Thrown off and surprised, perhaps, but NEVER scared.

Just a simple compliment will do and drop it. If he smells nice, then say so. Like his shirt? Good hair day? Smile look different?
Just a, "hmmm... I like your _____ today." Then smile and wish him a good day.
