It's french for Fat Tuesday. It's a celebration at the beginning of the Catholic Lenten season, which begins the next day, called Ash Wednesday and terminating on Easter Sunday. Also I agree with your second answer. I'm a Louisiana resident myself. Mardi Gras is actually celebrated all over the Gulf south, from Florida to Texas, but it's most popular in New Orleans and points in Louisiana.

Mardi Gras is a big celebration the day before Ash Wed. tradtionally it would be the last time to eat meat and party before the lenten season began. Its way more meaningful in New Orleans because it is a Catholic city, some people think its just a big party every year for no reason at all but there is a spritual meaning behind it.

Mardi Gras is a really big thing in Louisiana! They have parades and partys and they have beads too! If you have never been to a parade for Mardi Gras you should try to go its really fun!...

Mardi Gras is the biggest party in the WORLD!
we get off of school for a week
go to like a dozen parades
eat awesome food (crawfish, jambalya, and much more)
Party all weekend
Drink
Live life to the fullest
can't forget about King Cake
catch awesome beads
and see all of your friends and family
all in one place

I'm sure it has some important Cajun cultural meaning, but it's pretty much devolved into girl upending their shirts for beads.
