Is that possible in the state of CA? Or is it only for RESIDENTS and CITIZENS?

No. You must be a legal resident of California.

Here are the requirements and actions you must take at the DMV:

* Fill out an application form (DL 44).

* Have your thumbprint taken.

* Have your picture taken.

* Provide your Social Security number.

* Show proof of your birth date and legal presence. You may use your driver's license to do this if you have one.

* Pay the $21 application fee, unless you are 62 years of age or older (then it's free).

In order to get a state issued ID, you need to have a birth certificate or some other proof of citizenship and proof of residence in the state. Tourists have none of that, usually.

Legally a State ID is for Citizens or Permanent Residents.

That however does not mean that a tourist can't get one illegally.

Tourists cannot get a state ID because only residents are entitled to it.

Yes, we want an address and time you will be home. I am not sure but an electric bill, water bill, and a picture ID is all you need. It is a good place to start. A drivers license is not far away. The taxes are easy to pay but hard to get back.

residents & citizens only - otherwise all of our MILLIONS of illegal alien criminals would all have the CA issues state ID because they would call themselves "tourists."

God, I hope they can't!

They will run your social security number through the system to make sure the data matches up before they approve an ID in California, so I think you can't, barring someone 'on the take'.
