I have a rough collie that is 13months old. I am just wondering at what age does all the fur come in?

potentially 2 years of age or more. the slower it take the better it looks is what i was always tolds

It's not two years of age it's around 1 and 6 months or before. Most people think it's two years like this other answerer but it's actually earlier. New studies have prooved this on a collie website.

Usually, long haired double coated breeds do not get full coat until about 12-18 months. It can be longer if the dog is a female, because they often loose part of it when they have their heat cycle.

At about a year. He should have all his fur now.
