Moisturize with a really rich facial cream, or use a dab of Tea Tree Oil on the red spots. Be sure to exfoliate the area very well whenever you wash your face, and also try chamomile (teabags) or a cucumber gel.
As far as coverage, you need a green concealer stick, which neutralizes redness. Put the green makeup over the redness, then follow with your normal foundation or powder, it'll look more natural.
Also the redness could be a breakout, try Biore pore cleansing strips for your nose.

Don't put makeup on it, for starters. It sounds like you have dry skin and localised redness. You can use a very gentle moisturising cream to start off with, and if the redness doesn't go away I recommend using an Avene product. For mild redness, try the Skin Recovery Cream. There is also a product for localised redness, which i can't remember the name of, but a consultant would know which one it is.
Avene is a French range for sensitive intolerant skin, made on pure thermal spring water. It is beautiful.

You may be allergic to soy. I would try something else. I use forever spring products. The lotion is great. But, a little pricey. Although, one tub of it lasts a year. The cover up may be drying out your skin, too.

Dont cover it with make up! Thats going to irritate it and make it look and feel worse!
You need to consult a doctor as it could be excema, rosatia or psoriasis and all of these will require specific ointments that they can prescribe for you.
Just use a thick harmless cream like e45 for now until you can see a doctor. This wont irritate and will take down the swelling for the time being.

You could be allergic to something or maybe you could just stop using the soy lotion.

it sounds like either rosacea or small broken capillaries around your nose which is very common, laser treatment using a v-beam laser do the trick in just about 3 visits. I had it done.
