Yes, you can use that statement, but you have to tread lightly so you don't make it come off as fact. The term for this type is called puffery. The statement wouldn't be illegal because there is no scientific way to prove/disprove that your toothpick is the best. There isn't any universal standard that defines what is best in a toothpick, car, etc.

It's been a long time since my business law class, but I seem to remember being told that using opinions in advertising are NOT considered false advertising, as long as there is at least one opinion on record stating that. World's Best Toothpicks is an opinion, because best is subjective. "These toothpicks will get you 50% more dates" is not.

Sure you can. "Worlds best" is stating an unquantifiable opinion, not a material fact about the product. If you make an unfounded claim of fact as to the function (ie. "most effective"), history (ie. "since 1884"), etc., of the product. you can run into problems.

You could also put a disclaimer that says the "best" came from a certain amount of people polled. You wouldn't have to say that you only polled the people in your home or your family.
