The best ideas I've found for boys bedrooms are http://boysthemebedrooms.com/. There are some great themes that you can do by purchasing or making the items shown. I also found this site (http://www.decorating-kids-rooms.net/bedroom-themes-for-children.html) which talks specifically about "How To Create Bedroom Themes For Children That Grow With Your Child".
Right now it seems to be that for your 4 and 7 year olds, a pirate theme would be fantastic. Maybe paint a wall mural of a beach and sunset on one wall. Then as they grow older they can add things to it - like kids playing sports on the beach, pirate treasure in the sand, or just enjoying the peaceful scene.
You know your kids and their interests - have a ball with them and let them decide. My daughter loves pirates and Egyptians. So I'm focusing on the treasure and tying the two interests together that way.

Some themes off the top of my head are:
1. sports of course
2. auto: you can use craftsman toolboxes for end tables, steering wheels for wall decor....frame old auto magazines..
3. nautical is great, you can stripe the walls then just change decor a bit as they grow up.
4. retro candy and soda.....my son has this one now. He has a collection of tin soda signs, vintage metal lunch boxes, hot wheels cars. Pillows of candy bars, soda cans, tootsie rolls..
Chalkboard paint is all the rage! From a small sign to a whole wall, this stuff is great. Their friends will love writing and drawing on the wall (and if you dont' like what they write, you can just erase it right off. :-)
You can roll or brush it on, or it even comes in a spray can.

One idea that I have always liked is using the black board paint. You could even make a chair-rail effect with it, painting the blackboard paint on the bottom, and another color on the top, can't go wrong with blue! :-) But with the blackboard paint, your boys will have a place to have free rein of writing on the walls, and for your four year old it will be a way for him to learn writing skills ect. Since they are still at such a young age i think it would be great fun and good for their creativity skills if they painted what they liked them selves. As for when they get older, you should just let them repaint it to whatever color they desire because a child can change so much in as little as a year think about how much their interest and likings will change by the time their older. So i think that painting their room is great fun for the whole family to enjoy, kodak moment anyone?

at this age, it's kind of hard to do something that they will like when they get older.
I would suggest allowing them to pick their own colors for the wall their bed is on. Makes it their own space. Then paint the rest of the walls as a neutral color, since they share the space, that way one can't say "well this is my space" and start an argument. this way the only space they can claim is the side that there bed is on, the side they chose the color's for.

Ask both of them what their favorite color is, and then ask them what they like most, pick something they like and be creative. Sports, candy, bikes, animals., Why not do a little of all. Or you could paint their entire room making it look like a spaceship inside. Just ask your boys what they like most. I'm sure they'll be happy whatever you decide as long as it's "kool".

1. dark blue and light blue stripes
2. GO DARK LIKE BLACK
3. Do your family's football colors in stripes
4. paint it dark green and white stripes very sharp looking

How about a baseball theme. Do they share the same favorite team? How about splitting the wall with a chair rail and having one of the team colors above the chair rail, and the other below. Maybe make a big wood cutout of a baseball and a bat, too for the wall.

How about painting the walls a fairly basic color and then add things that can be changed through the years as their interests change, such as bedspreads with a motif and posters on the wall.
