File a restraining order against who ever is harrassing you. Go to the court house and tell them whats going on with the name and address of the people being filed against, and file one so if they harrass you again they go directly to jail. No questions asked if they violate the restraining order. The court will also serve them with papers telling them that if they contact you again they will go to jail with out question. In some things, there is no turning back and if you dont go do this, then you don't want the help you are asking for.
It is not your land lords responsibilty to interfere in your problems with other people. CALL 911 or the police when it happens but dont blame your land lord for your problems with other people. Its none of your land lords business this is a civil matter between you and who ever is harrassing you. It has nothing to do with your land lord.

Get a restaining order or move. I'd move. You'll have more peace in the long run and certainly sleep better at night!
