Because to a dog it seems normal.... They smell each other butts to say hello, or to get to know the other dog. Dogs can't talk and they can't wave so they smell butts. It has to do with the way the butt smells or sumthing, thats how the dog gets to know the other dog. Its like a friendly greeting.... weird I know
