Its not hard, its just that we get paid professionally everyday by people to do it, freebies on the internet aren't worth it when someone else is willing to pay for that time we spend drawing. Go to whatever artist you want to do your tattoo and have them draw it. They will be able to take all your personal opinions and choices for colours, style etc into account and draw it up for you to see, AND they will make sure it is in a tattooable style, whereas someone who doesnt know online could draw something beautiful but totally untattooable.

I would either go to a tattoo artist to help you design one....I'm not sure if you are looking for a tigger like in Winnie the Pooh or a Tiger like the animal...but he/she should be able to create something that meets what you're looking for.

You should talk to a tattoo artist. If you let one use his or her imagination based on your ideas, you may be blown away by what they can come up with. Believe me, they love to draw custom pieces. In my experience they take a lot more pride in doing a custom piece. My artist is completely stoked with our latest project. He even had the owner of the shop come down to see the first phase.

Any tattoo artist who does custom work will be able to come up with a design for you.
Just don't expect them to labor over a sketch for free. You are expected to lay down a (non refundable) deposit so you don't get cold feet and waste the artists time.

you should go to a custom tattoo artist. that is their job, they are experienced at drawing tattoos from scratch that will look the best on a client's skin. i never go in to my artist with a picture that i want him to tattoo on me. he is a talented artist and i appreciate every piece of artwork that comes from his mind and i allow him to translate it onto my skin as he sees fit. i have been extremely happy with every tattoo that i have gotten from him so far and am looking forward to many more. if you need help finding a custom artist near you i may be able to help.
