OK, when I wear a low-cut top, yes it's because I have nice cleavage and I want to show it off, and a man has every right to give me, and 'them' a glance. But it's the STARING and the SEEDINESS and the SMIRKS and WHISTLES and ANYONE OVER 40 (I'm 16) looking at them in the first place that's upsetting.
Basically, guys can look, but not stare.

AGREED, IT'S A DOUBLE STANDARD! :-)
Many girls are very picky about what it takes for a guy to be attractive...and they are ONLY very happy if those guys stare.
Any other "non-attractive" guy looking would make that woman upset...but give the woman the boost of confidence they need when the attractive guy shows up.
Counter intuitive, yes, after all they are "fishing for attention" and shouldn't get mad for getting what they asked for...but, to them, the reward is worth the risk, apparently.

Some girls like to wear things that show off themselves, but gawking and looking all dumb-founded.
Like a look is fine, but just staring is slightly rude.
Some girls take it took far, yet are offended though.
it's like if you are going to wear a tube-top with them hanging out, don't expect no one to look because you are obviousy wanting attention.

not all the time and besides why do guys have to be such dogs about lucky at boobs its just another part of the body how about lookin at the face it tells you so much more about the person
although some women do it just to get attention and shouldnt

It's the double standard in today's society. "Don't make me a sexual object, but don't my breasts look nice?" "Sneak a peek, but don't look too long." "You know you want these, oh the fun you could have with these, but if you treat me as anything other than a professional it's sexual harrassment."

well girls want guys to notice them somethimes, but not too much. you can look, like a slight glance. just dont stare because its rude to them. how would you like it if some chick came up and starred at your crotch? :P
