She may not be interested in you or is bored with your chosen topic. As someone else mentioned find something that interests her that you can talk about with her.

I am painfully shy if I don't know you that well. Here's a few tips that I suggest you try that should work:
1) Talk to her when you know that no one is going to interrupt.
2) I usually don't start a conversation with guys because I feel intimidated. I'm constantly wondering whether I'm saying the right thing or if the guy I was talking to would insult me back, even if he was joking. Make her feel comfortable and she'll slowly open up.
3) When you're talking to her, look into her eyes for during the conversation. She's got to know that you're paying attention to her and that the conversation isn't just something that you're going to go home and make fun of.
Overall, I would say patience is key. As with me, if a shy girl gets to know you enough, she'll open up and participate in conversations more often.
But, if you believe that making time to get to know someone is work then maybe the conversation isn't worth having? Maybe she's not shy, maybe she just doesn't want to talk to you at the moment.

On a first date there will always be akward silences, but only on the first date. Take her somewhere where you both have to have some sort of communication. or Try talking about something she might be interested in or turn the conversation towards her. Ask her questions about herself...What she wants to do when she gets older,Music she likes, Where were her best vacation spots to go to........you know just interesting stuff :)

Don't try so hard at keeping the conversation going. Ask an open ended question....such as what would be her favorite place to see and why. Then just sit back, let her answer and act like you are trying to absorb what she just said. Eventually, she will have to say something to you. Listening it the key. People love to be listened to and maybe you are talking too much.

Sounds like you're dating the wrong girls. I think that if a chic was really into you, she'd be wanting to know more about you, therefore asking LOTS of questions.
Or, some people clam up when they're nervous - maybe that's all it is.
