Basically, if you live in a gated community, and there is a private security force that issues traffic tickets, noise complaints, etc., can they legally break the legal speed limit or drive recklessly to pursue you and give you a ticket?

After reading the other answers, I don't know where to begin. First of all, security officers are not commissioned peace officers. They cannot legally issue traffic tickets, whether on private property or not. Unless the security officer is an off-duty Police Officer working a side job as security, they have no legal authority to write you a ticket.
Second, about the traffic laws applying to security officers in pursuit of someone, the technical answer is no, they cannot break traffic laws to pursue you. However, if they witness a crime and are pursuing a suspect, in my experience the Police will not have an issue with the security officer breaking traffic laws to follow the suspect until the Police arrive. The only exception to this would be if the security officer is putting others in danger or has caused harm to others by pursuing. In fact, most times when a security officer calls the Police to report a crime in progress or a crime that has just occurred, the Police call taker will advise the security officer to follow the suspect if possible.
Also, security officers cannot pursue a suspect with lights and sirens on public streets.

If it is a gated community then it is private property and the speed limits are not recognized and fall back to the states regulated speed limit for roadways that are not posted, most states this is 55mph.
But most of these types of private security companies employee's are commissioned peace officers. First you need to know if they are commissioned through the jurisdiction in which this community is, and second you need to find out if this "citation" is part of an association by law, or if you were cited into a court of original jurisdiction.
If it is just an association conduct violation then there are no points assessed to your license. Failure to pay the fine could lead to you being kicked out of the association, i.e. being forced to sell your home and move.

If the "roads" are not city or county or state roads, but are roads owned by the gated community ( common property of the law owners) then the speed limits are not city laws, but merely association rules. As such the association could allow them to break those rules to enforce them.

security guards can not give speeding tickets on city streets.

Unless they're deputized or something like that, they they can't break the laws either......much less give you a ticket. What happens when you don't pay or even sign the ticket? If they're recognized by the police department, then it could all be legal...but I highly doubt it. If they start causing you some problems....then call the real police.

They are not sworn, and as such, cannot:

1. Issue citations

2. Pursue you

These functions are reserved for sworn law enforcement officers. In most cases, these security companies are instructed to call police when they have a violator.

Depends go to your local police dept and ask them if they are properly permitted by the chief or mayor if not you could have a civil suit and they security company could be held liable
