In section 4.34.4 of the ADA Accessibility Guidelines for Buildings and Facilities -- Appendix to Part 1191, 36 CFR Chapter XI, issued pursuant to the Americans with Disabilities Act of 1990 -- it says, "Instructions and all information for use (of an automated teller machine) shall be made accessible to and independently usable by persons with vision impairments."
So that takes care of most ATMs, but what about the drive-through?
While most bankers thought drive-through machines would be exempt from the ruling, the Architectural and Transportation Barriers Compliance Board disagreed, reasoning that ATMs without Braille "would not allow the (blind) individual to use the ATM independently."
Some argue that any blind person could use the drive-through machines while riding as a passenger and then have the driver help enter information. Again, this goes against the ADA’s code requiring “independently usable” ATMs for those without sight.
Also, it's cheaper. By using a standardized keypad with Braille on every machine, manufacturers only need to create one keypad, parts suppliers and repair technicians can replace any ATM keypad with the standard one, and ATMs can switch their locations as needed.

Not everyone who uses Braille is completely blind.But, the answer I was told when I asked a friend who services ATMs is..The keys on Atm machines are mass produced as is everything now a days the companies that make these machines buy in big quantities so it is cheaper to put them on the machines.
Just a quick note for you
I wondered this myself a few years ago and about a week later I saw a cab pull up to the machine and stop with the back passenger window at the atm and a blind person was using it (It was very obvious as I was in the car behind) so I guess the real answers should be for convenience just because you are blind doesn't mean you shouldn't have life easier.

Banks are legally required to put brail on the ATMs by the Architectural and Transportation Barriers Compliance Board, reasoning that driver assistance "would not allow the [blind] individual to use the ATM independently." ATM manufacturers say a fair number of blind people do take cabs to drive-up ATMs, and nobody wants to ask a total stranger to help with a financial transaction.

It would be for those who are blind in the vehicle with someone else driving. They could be sitting in the back seat and pull up to the atm or get out of the vehicle. Obviously a blind person wouldn't be driving silly!

No. Blind people who get someone to drive them to an ATM who may not want anyone else to know their pin number. They can punch in their own number if the keypad has braille. Also, many blind people are independent and take para-transit (for handicapped and challenged people) to do their banking. Again they can take care of their own transaction instead of trusting the driver.

It's cheaper than producing 2 different kinds of machines.
Also, there's no rule or law that states that you can't walk through a drive thru ATM.
And it's spelled 'Braille'.

Most all A.T.M. machines are built for outside the Bank as a walk-up. so they designed them to be used at either at walk-up or drive-through so they only have to do set up for assembly one time....the more operations you have the more the cost

I kid you not, but the UK Post Office issued truck-driver information sheets, and on the bottom, it said:-
"The information is available in brail for the unsighted or partially-sighted."
No wonder the letters go astray!
