I myself hold a commercial licensed facility. I am lucky in that I live in a residential area with very loose covenants, and a municipality that is reasonable.
You will need to know what the codes and covenants are for the area in which you intend to have your facility. Then, find out what the municipality codes are.
You will have to have a municipality codes inspector come to your place of business, to make sure no building codes have been violated, and to inspect your facilities. Then, most like Animal control will be involved in looking at your facilities to see if the comply with codes and if they are clean, safe, and have adequate room. They can be real sticklers.
In many areas, if you are starting this business in a residential area, you are allowed to only have so many square feet of your residence dedicated to this business.
Buildings and kennels must be a certain distance from all water supplies, creeks, and property boundaries. Where I live, no structure may be close than 50 feet to the property boundary, not more than 30 feet high. All kennels and places were feces and waste happen must be so many feet from a water supply.
Do your research. Most municipalities now have online access to their municipal codes.

Depends on what state you live in. FOr starters you are going to need to know if the area where you live in is zoned for that. If you have neighbors (residential), the answer is NO! You will need a business license and some sort of liability insurance. Your location will need some room for the dogs to roam and that room needs fences. Be sure that you have a contractor come in (prior to the purchase) and tell you how much it would cost to modify the current building so that it could actually house dogs. The fencing could cost you several thousands. Talk to your bank about a small business loan or some other source of financing and make sure to try to start establishing friendly contact with local vets to see about reciprical (sp) business connections. You will need to check with your local business bureau and health department regarding permits or licenses. Most all kennels do carry an insurance policy for liabilities such as dog bites, dogs getting loose, etc.

Check with the humane society or your animal control they would have information about that kind of stuff. I know where I live (nebraska) if you have more than 3 dogs you need to have a kennel license
