I trained mine to go outside but installed a dog door in the door between my house and garage and I keep wee wee pads in the garage for them to use during the night or while they are home alone. I don't let my dogs outside alone, every, too many coyotes, so they are inside dogs who go inside and out.

PS I have Bichons. Small dogs are different than large dogs and their needs should be placed ahead of cost or inconvenience to the owner.

Outside. Once you teach a dog to go inside it's hard to retrain them not to go inside. Besides a west highland terrier will not stay super small. I think they are a little big to consider litter box usage.

I am also NOT a big fan on pee pads. But that is just me.

All dogs should be trained to go out side to do their business. Even people living in apartments should train their dog to go out.If you had to go some wheres and need a dog sitter, l am sure that sitter will not like the dog doing it's business on a pad in their home. l know l wouldn't. And it really is healthier for the dog.They need fresh air and sunshine.

Always outside. Puppy pads get expensive over time and the odor collects in the house. Besides it's better to let the puppy get some fresh air and play outside. They may be small but they still enjoy exploring the outside.

You always want to teach the dog to go outside. If you use puppy pads and train the dog to go inside you'll have to break one habit in order enforce another.

The dog will think its okay to go inside - just be patient you'll get him trained.

I would reccomend outside but if you don't want your small dog outside I have heard of people using litter boxs. You can try that but don't just let your pet use your house as the bathroom because it would mess up your carpet

You can try to train inside , but small dogs are really hard to train if not in possible. Take your dog out side as much and as often as you can. You also can buy dog diapers. I bought these really cute one for mine . You can get them from most pet stores and Walmart has some good luck.

Inside is an option if you live in an upper floor apartment and you'd have to carry the puppy down a few to several floors, otherwise outside is best.

well if you train him inside when you leave he wont use the bathroom on the floor if you train him outside he might not know that he cant go in the house so if you leave and he cant get out you may have problems
