Everytime shedose it, she gets yelled at even though she knows she's not suposed to. Then she cries when she poops.

The dog is smelling the cat's urine and feces. Because a cat eats high/all protein food, the feces still has protein in it.
Buy a litterbox with a lid and a door. And put it out of reach of the dog.

The best catbox I have ever seen, as far as keeping other animals out, is called the Clever Cat Box. It resembles a rubbermaid tote with a hole cut out of the top. Works great, cat has privacy, dog can't get to the litter.

fix it so she can not get it to the cat litter. that will stop it. i do not know why they do it.
