It is the Hindu religion. The rats are considered holy because long ago Karni Mata tried to bring back a child from the dead. She couldn't because Yama, the God of Death, had already accepted the child's soul and had reincarnated him. She became very angry and said that no one in her tribe would fall into Yama's hands again. With that, whenever someone died they were temporarily given the body of a rat until they could be reincarnated back into the tribe. At the Karni Mata temple the rats have full reign and are considered holy or sacred because they are the spirits of family and friends. At the temple food is put down every day for the rats and it is considered an honor to be able to eat after them. Hope the history helps explain it a little better!
