If a person is born mentally retarted, with a mind where they can never understand God's will or choose right and wrong, then they remain in a "safe" condition. They remain as an innocent baby.
There is no guilt of sin inherited, as some teach. Notice what Ezekiel 18:20 says: "The soul that sinneth, it shall die. The son shall not bear the iniquity of the father, neither shall the father bear the iniquity of the son: the righteousness of the righteous shall be upon him, and the wickedness of the wicked shall be upon him."
If a person later in life becomes mentally hindered by an accident or illness, and they are no longer able to decide between right and wrong, between obeying God or rejecting him, then their condition remains in the state it was in before they were rendered unable to function mentally. If they were saved before, they remain saved. If they were in a lost condition, they remain lost.
We are not promised endless opportunities to come to God. That is why we need to get our life right now. We may not have a tomorrow. The result fo having an accident where we have serious brain damage may seal our current condition as surely as if we were to suddenly die in our present state.

First, think of heaven in multiples. There are very many levels of heaven.
1. Yes, mentally retarded people do go to heaven. In fact, many times we can learn attributes of love from the mentally retarded person. However, do not fall into the trap of judging the spiritual progress of anyone, whether pious or evil, because you are the only one that matters. It is an individual journey.
2. Remember we are in this great school, otherwise called earth, to learn divine love. And we all come with very distinct and unique syllabuses. Most times we are learning by trial and error, and when we get it wrong, we repeat the lesson. Sometimes, this means we need to come back to earth. It is wrong however to look at a situation without seeing other ones related to it. Have you thought about the burden of looking after a loved one after an accident? It is easy to see the polite, generous man who got into an accident and became demented in the first place. Maybe we can see his choices resulted in the accident. But then what is not so obvious is whether his syllabus included getting demented or becoming a burden to some other people.
3. Please understand that it is every one's destiny to make heaven, regardless of his or her belief or religion at any point. Eventually, we all get it right enough to make the next level of heaven after very many attempts.

The Bible does not specifically say whether or not mentally ill people go to heaven. I believe that anyone who is not able to make a decision for salvation is covered by Christ’s death. This is similar to how it is commonly believed that children are automatically taken to heaven when they die until they reach the point in which they are able to make a decision for or against Christ. David had a child die, and he comforted himself with the thought, “Can I bring him back again? I will go to him, but he will not return to me” (2 Samuel12:23). David knew that he would see his child in heaven one day. From that statement, we can assume that babies and young children were, by God's grace, covered for salvation by Christ’s death.
I would “guess” that mentally retarded people are “covered” by this principle as well. The Word of God does not specifically say this, however. Knowing the love, grace, and mercy of God, this would seem consistent with His character. I would say that any person who is mentally challenged to the extent that he could not believe in Christ for salvation - that person is saved by the grace and mercy of God.

2)how long was it before the accident? if it was after an age to make a decision on there own then no they wouldn't make it
(Hosea 4:6 my people are destroyed from lack of knowledge. "Because you have rejected knowledge, I also reject you as my priests; because you have ignored the law of your God, I also will ignore your children)
3)if they became retarded in the beginning of their life then yes they would go to heaven.

God is both Just and Merciful. He will judge each person separately according to what they did with what they were given. Christ is the way to Salvation, but who He chooses to save is up to Him.
There is actually a mentally handicapped Catholic Saint. I can't remember his name but he was so stupid that He couldn't pass the tests to be a Priest, and instead was a simple monk. All the other monks would let him do was sweep out the church, yet people came in crowds to speak to him instead of to the parish Priest.

Well if you go by the bible everyone that will go to heaven had their name written in a book of life BEFORE the foundation of the world! REVELATION 13:8 & 17:8
Additionally when this God created every soul he knew who would go to heaven and who would go to hell! He knew because he created them to go there! WE HAVE NO CHOICE IN THIS MATTER YOU ARE WHAT THIS GOD MADE YOU! ROMANS 9:21 - 23!
Now do you want to buy into a bible that says your fate was deturmined before you were ever born or say God is fantasy and the bible is crap I MAKE MY OWN FATE!
